Express Entry Programs and Minimum Requirements
Express Entry encompasses three federal economic immigration programs. Each has different language minimums.

The FSW program also awards up to 24 language points as part of its own 67-point selection grid (separate from CRS). You earn 4 points per ability at CLB 7, 5 at CLB 8, and 6 at CLB 9 or above.

CRS Points for Language Proficiency
The Comprehensive Ranking System awards points per CLB level for each of the four abilities. The totals differ depending on whether you apply with or without a spouse or common-law partner.

Maximum first-official-language points: 128 with a spouse (32 × 4) or 136 without (34 × 4). Moving from CLB 7 to CLB 9 in all four abilities adds approximately 52 CRS points for a single applicant — often the difference between receiving an invitation and remaining in the pool.

Skill Transferability Bonus Points
Language proficiency unlocks additional CRS points through the skill transferability factors, rewarding combinations of strong language with education or work experience.

Which IELTS Test to Take
IRCC accepts only IELTS General Training for Express Entry. IELTS Academic is not accepted for any Express Entry program, regardless of your occupation or education level. IRCC also does not accept IELTS One Skill Retake results. If you need to improve a single component, you must retake the full four-component test.
The other approved English tests are CELPIP-General and PTE Core. For French, IRCC accepts TEF Canada and TCF Canada.
Your results must be less than two years old both when you complete your Express Entry profile and when you submit your permanent residence application.

Recent Policy Changes
As of 25 March 2025, IRCC removed job offer points from the CRS. Previously, a valid job offer added 50 or 200 points. This increases the relative importance of language scores — candidates who relied on job offer points must now compensate through other factors, with language proficiency being the most actionable.
Category-based selection rounds, introduced in 2023, allow IRCC to issue invitations targeting specific attributes such as French-language proficiency, healthcare occupations, or STEM qualifications.

Strategies to Maximise Your CRS Language Score
Listening is the bottleneck. The CLB conversion requires Listening 8.0 for CLB 9, while Reading, Writing, and Speaking only need 7.0. Many test takers reach CLB 9 in three components but are held back by Listening.
Each ability is scored independently. Your CRS points are calculated per ability, so one weak component only drags down its own contribution. There is no averaging.
Consider taking a French test. Scoring NCLC 7 or higher in all four French abilities adds 25 CRS points (without English CLB 5+) or 50 points (with English CLB 5+ in all four). This is one of the largest single-factor bonuses in the CRS.
